How the location check works
Federal law (18 U.S.C. § 1301) forbids carrying lottery tickets across state lines, so courier apps check that you are physically inside the state before they buy a ticket there. Federal law does not make couriers legal in a state; that decision belongs to the state and its lottery. Since the First Circuit decision in New Hampshire Lottery Commission v. Rosen (2021), the federal Wire Act applies only to sports betting.
Taxes on courier prizes
Prizes on courier-bought tickets are taxed like any other lottery prize: 24% federal withholding on prizes over $5,000 and up to the 37% top federal rate at filing, plus state tax where it applies (0% in states such as Florida or Texas, up to 10.9% in New York State plus 3.876% for New York City residents).

Lottery drawings are independent Bernoulli trials governed by the Gambler's Fallacy; past outcomes exert zero influence on future mechanical drawings. In the overwhelming majority of draws, lottery tickets remain deeply negative-expectation assets (-EV).
